The Launceston Chamber of Commerce is the voice of business. Our vision is for Launceston to be
“one of the greatest regional cities in the world to do business”. This vision relies heavily on a strong
commitment from all three levels of Government to enable business to thrive and to deliver
economic growth to support all our businesses.
The 2025 Federal Election is a key opportunity for the Chamber and our members to present our
vision and to push the candidates for a forward thinking, long term and robust approach to economic
development in the State and particularly in Northern Tasmania and Launceston.
The Launceston Chamber of Commerce wants a step change focus for Tasmania; big ideas and a clear
pathway to success. Economic properity measures must be demand and revenue generating. We
need robust economic development projects which will bring more people and businesses into our
region.

The Launceston Chamber of Commerce is calling for strategic investment in projects that actively
generate demand and drive revenue into the region. These projects are critical to attracting
visitors, new residents, talent, and businesses—ultimately expanding our economic base and
strengthening long-term prosperity.
Supporting initiatives such as a new Conference Centre and the development of Bell Bay as a
hub for renewables and advanced manufacturing will stimulate economic activity across
multiple sectors. These projects create ongoing demand for services, infrastructure, and skilled
labour, and are essential for unlocking new income streams for Northern Tasmania.

Tasmania’s island status creates unique logistical and connectivity challenges. To compete in
national and international markets, business needs to be able to move goods, data and people
efficiently and reliably.
The Launceston Chamber of Commerce calls for targeted investment in the enablers of long
term economic resilience. Reforming the Tasmanian Freight Equalisation Scheme (TFES),
accelerating the Marinus Link and digital infrastructure, and supporting continued growth at
Launceston Airport are essential to unlocking new industry opportunities and ensuring
Tasmania’s economy remains competitive, connected, and future-ready.

Investments in community amenity, infrastructure, and environmental and natural resources are
vital to population growth and regional prosperity. The Chamber backs Local Government-led
project development across the region and calls for investment in the Kanamaluka / Tamar
Estuary to preserve and activate this critical natural asset.
A region’s liveability—its green spaces, cultural assets, recreational facilities, and environmental
health—is increasingly a deciding factor for individuals and families choosing where to live,
work, and invest. Tasmania’s natural environment is one of our greatest advantages, and
protecting it is not only an ecological responsibility but an economic strategy. Ensuring clean
waterways, well-connected communities, and vibrant public spaces is essential for attracting
skilled workers, supporting healthy communities, and retaining the next generation of
Tasmanians.

Growing Digital Capabilities
1. Conference Centre
The Launceston Chamber of Commerce calls on all federal election candidates to commit to
supporting the development of a purpose-built, multi-use conference facility in Launceston — a
strategic catalyst for regional demand and revenue generation.
Generating Demand and Driving Revenue
The recent Launceston Convention Facilities Demand Study, commissioned by Visit Northern
Tasmania, confirms what our business community already knows: conferencing is a whole-of
economy opportunity. – $199 million in direct expenditure from conferencing in Tasmania each year; – Delegates spend $1,200–$1,400 per day — around three times more than leisure tourists; – The average stay is 4.7 nights, with 28% bringing family or friends; – 89% of delegates return for holidays, and 20% explore beyond the host city, distributing economic
benefit across the state.
The Chamber’s core priority is to stimulate sustainable economic demand and diversify regional
revenue. Scenario 3 — the development of a flexible, 1000 delegate, multi-purpose facility —
represents the best return on investment for Launceston and Tasmania. It’s commercially viable,
strategically aligned, and capable of doubling Launceston’s business events market.
Project Development
The Chamber strongly supports evidence-based project development. The Demand Study provides
the robust market data to inform next-stage planning and investment decisions. We are working
collaboratively with all three levels of government and the private sector to ensure any development
is future-proofed and financially sustainable.
This position is strongly outlined in the Chamber’s Media Release of 1 April 2025, which emphasises
the transformational economic potential of conferencing as a growth sector and Launceston’s
capacity to host nationally significant business events.
Additional Data: A Feasibility Study
To bridge ambition and action, we are calling for urgent funding for a full feasibility study. This will: – Confirm optimal site location and sizing; – Model the commercial framework; – Test infrastructure needs and return on investment; – Build confidence for public and private investment.
A Call for Federal Support. – Evidence-informed project development beyond the election cycle; – Funding and engagement in a full feasibility study, co-investing with the State and Local
Governments; – Partnerships with private investors and developers, facilitated by federal policy levers and
incentives.
This is a rare chance to redefine regional competitiveness and deliver national impact from the North
of Tasmania.

2. Bell Bay, Renewables and Advanced Manufacturing
The Launceston Chamber of Commerce calls on all federal election candidates to commit to a clear
policy agenda that secures Bell Bay’s future as a national hub for advanced manufacturing,
renewable energy, and global trade resilience.
The Economic Importance of Bell Bay
Bell Bay is one of Australia’s most strategically located and economically significant industrial
precincts. With deep water port access, renewable energy advantages, and strong infrastructure
links, Bell Bay drives regional development and supports national industries.
The shifting global trade environment, including escalating US-China tensions and evolving tariffs,
underlines the importance of sovereign manufacturing and secure supply chains. Bell Bay is well
positioned to mitigate global risks by enhancing domestic capability and boosting Australia’s
economic resilience.
A National Renewables Powerhouse
Bell Bay’s renewables potential is unmatched. With abundant green energy and a workforce skilled in
industrial innovation, the precinct is primed for investment in projects like SunCable and Able Energy,
anchoring Australia’s renewable energy export future.
Strategic Project Support: SunCable and Able Energy
The Launceston Chamber of Commerce strongly supports landmark renewable and manufacturing
investments at Bell Bay, including SunCable’s Australia-Asia PowerLink (AAPowerLink) and Able
Energy’s green hydrogen project. These initiatives will anchor the region’s future as a renewables
and advanced manufacturing leader.
A Call for Federal Support.
• Provide concessional finance and equity support to SunCable’s proposed High Voltage Cable
Manufacturing Facility through programs such as the Future Made in Australia initiative and the
National Reconstruction Fund.
• Back Able Energy’s development approvals and infrastructure needs, including land access and
coordinated planning assistance, to fast-track Tasmania’s entry into global green hydrogen
markets.
Together, these projects are expected to generate thousands of jobs, enhance national energy
security, and boost Australia’s export competitiveness in renewable technologies.
3. Reforming the Tasmanian Freight Equalisation Scheme (TFES)
The Launceston Chamber of Commerce welcomes the recent bipartisan commitments from both the
Australian Labor and Liberal parties to review the Tasmanian Freight Equalisation Scheme (TFES) — a
vital support mechanism for Tasmania’s export economy.
The Labor Party has committed to undertaking a full review of the TFES if re-elected, with a pledge to
consult industry stakeholders and explore enhancements to make the scheme more inclusive and
responsive. Labor has also announced a $40 million funding commitment over four years to expand
and improve the scheme, including support for more eligible goods and streamlined access for
smaller exporters.
The Liberal Party has also committed to a comprehensive review, indicating that it will engage with
key business voices including the Tasmanian Chamber of Commerce and Industry (TCCI), and has
pledged $50 million to support improvements in TFES administration and expand eligibility to
additional freight categories. This includes investments in a modernised claims platform and
increased outreach to regional freight operators.
These commitments signal growing federal recognition of the need for reform, reflecting the
recommendations of the recent Senate review led by Senator Tammy Tyrrell.
A Call for a Wholesale Review
The Launceston Chamber of Commerce is calling for a comprehensive, whole-of-system review of the
TFES. This review must go beyond minor adjustments and instead seek to modernise the scheme for
the next generation of Tasmanian businesses — with a focus on simplicity, fairness, and forward
looking economic outcomes.
The Chamber’s key reform priorities include:
• Simplification and Transparency – Flat-rate subsidies, clearer eligibility, and a streamlined digital
claims process.
• Support for Small and Medium Businesses – Less paperwork, simplified applications, and
provider-submitted claims.
• Predictable and Stable Funding – Published, inflation-adjusted rates with three-year forward
projections.
• Expanded Eligibility – Include all goods, especially time-sensitive and perishable freight.
• Freight Consolidation Incentives – Rebates for pooled freight and shared logistics.
• Airfreight Support – Subsidies for high-value, urgent airfreight to ensure modal parity.
• Environmental Incentives – Rewards for low-emission transport options.
• Education and Support – Dedicated advisors, training, and an online help hub for SMBs.
A Call for Federal Support. The Chamber urges the Federal Government — whichever party forms it
— to move quickly from commitment to delivery. TFES reform must be driven by close engagement
with Tasmanian exporters, manufacturers, and logistics providers.
By delivering a fairer, simpler, and more inclusive TFES, the Australian Government can support
Tasmania’s growth, improve national supply chains, and strengthen our economic sovereignty.

4. Support for Marinus Link and Digital Connectivity Priorities
The Launceston Chamber of Commerce supports the TasICT Federal Election Priorities 2025 and
stands behind the call for greater digital connectivity, investment in critical infrastructure, and
support for the Marinus Link and associated sub-sea data cable development. As Tasmania advances its role in Australia’s renewable and digital future, Federal Government action is urgently needed to
ensure the island state remains competitive, connected, and capable.
Support for Marinus Link and Sub-Sea Data Cable Investment
TasICT is advocating for Federal Government support for a sustainable rollout of both cables of the
Marinus Link project. The Launceston Chamber of Commerce echoes this position, recognising the
critical importance of Marinus Link for energy and data infrastructure, especially as Tasmania
positions itself as a leader in renewable energy and digital innovation.
In addition, TasICT calls for funding a detailed study on the economic and social benefits of sub-sea
data cable investment to the mainland, and for planning future development to increase Tasmania’s
data capacity. This will mitigate risks of service outages and ensure future readiness for data
intensive industries. Without such investment, Tasmania risks being bypassed by high-value
industries seeking robust digital connectivity.
A Call for Federal Support. The Launceston Chamber of Commerce urges all federal candidates to
commit to these priorities as part of a national approach to securing Tasmania’s digital and economic
future. Backing the Marinus Link and boosting digital infrastructure is a strategic investment for the
state, and for Australia as a whole.
5. Supporting Launceston Airport’s Growth and Economic Impact
The Launceston Chamber of Commerce strongly supports Launceston Airport’s $100 million Airport 2035 redevelopment plan and urges the Federal Government to commit $27 million in funding to
ensure its successful delivery. This investment is crucial for the continued economic growth of
Northern Tasmania and will solidify Launceston Airport’s role as a key driver of regional prosperity.
Economic Significance of Launceston Airport Launceston Airport is the northern gateway to
Tasmania, contributing $76 million annually to the local economy and supporting 637 direct and
indirect jobs. Additionally, tourists arriving via the airport inject approximately $600 million into the
regional economy, supporting 5,448 jobs. With passenger numbers expected to reach 1.7 million annually by 2035, the airport’s expansion is imperative to sustain and accelerate this growth.

Key Investment Priorities
1. Terminal Precinct and Airfield Redevelopment ($25 million):
o Expansion of the Arrivals Hall to accommodate increasing passenger numbers.
o Upgrades to the Departures Hall, carpark, and forecourt to enhance customer
experience.
o Modernisation of airfield infrastructure, including taxiways and aircraft parking
stands, ensuring operational efficiency and safety.

2. Freight and Logistics Hub Masterplan ($2 million):
o Development of a Master Plan for the creation of a strategic Northern Tasmanian
Freight and Logistics Hub, leveraging the airport’s prime location
o Expected to generate $410 million in annual economic activity and create 300 new
jobs per year over the next two decades.

The Launceston Chamber of Commerce calls on the Federal Government
to partner in this transformative initiative. Investing in Launceston Airport will unlock significant
economic opportunities, create jobs, and strengthen the region’s connectivity to national and
international markets. We urge the government to commit $27 million in funding to help drive
Northern Tasmania’s future growth and prosperity.
6. Supporting Local Government-Led Project Development for Regional Liveability and
Growth
The Launceston Chamber of Commerce strongly supports the priority projects put forward by
Northern Tasmania’s local governments across the Bass and Lyons (North) electorates. These
initiatives reflect well-planned, shovel-ready projects that will directly enhance liveability, economic
opportunity, and regional resilience.
Local government is playing a leading role in identifying and progressing infrastructure and amenity
improvements that will help attract and retain people in our region — a critical driver for sustainable
economic growth. The Chamber urges the next Federal Government to partner with councils to fund
and deliver these priority projects, including:
• Development of the Translink Intermodal Facility – to facilitate moving Team Global Express
out of Launceston city, secure other tenants and to fund the current project of designing an
intermodal facility.
• Revitalising the Launceston City Centre (City Heart Stage 2, $42.5M) – Creating a vibrant,
people-focused CBD that supports a day and night-time economy and enhances inner-city
living.
• Upgrading Sport and Recreation Facilities – Projects such as the NTCA Sports Complex
($61M), UTAS Stadium Stage III ($130M), and community hubs across St Leonards, Legana,
Perth and Longford will support growing participation in sport and recreation, particularly
among young people and women.
• Trail and Active Transport Networks – Investments like the West Tamar Trail Strategy
($180M), North East Rail Trail ($4.2M), and Northern Midlands Shared Trail ($15M) will
promote active lifestyles and boost regional tourism.
• Community Wellbeing Projects – Initiatives including the George Town Splash Wellbeing
Centre ($6.7M), Kanamaluka Trails, and regional care facility planning ($1M) are vital for
maintaining livability as our population grows and ages.
• Cultural and Economic Drivers – Support for assets such as Design Tasmania ($750K), the
QVMAG Collections Discovery Centre ($2.5M), and event attraction funds ($700K) will
strengthen Launceston’s role as a cultural and economic capital.
• Child Care supply – part of the Care Facility feasibility study, seeking matching supply to
forecasted demand by community.
These projects align with regional workforce and population strategies, improve accessibility, and
contribute to the attractiveness of the region for professionals, families, and investors. Federal co
investment is essential to realise the full potential of this pipeline of opportunity.
7. Investing in the Future of the Kanamaluka / Tamar Estuary
The Launceston Chamber of Commerce strongly supports the Tamar Estuary Management
Taskforce’s (TEMT) 2025 federal election funding priorities and calls on all parties and candidates to
commit to critical investment in the future of the Kanamaluka / Tamar Estuary.
About TEMT:
The Tamar Estuary Management Taskforce (TEMT) is a high-level advisory body to the Tasmanian
Government, comprising representatives from local government, TasWater, NRM North, Hydro
Tasmania, the Launceston Chamber of Commerce and state departments. Established under the
2017 Launceston City Deal, TEMT has led significant estuary health improvements through
collaborative, evidence-based projects.
TEMT’s work underpins both ecological health and economic vitality—ensuring a clean, accessible
and vibrant waterway that attracts locals, visitors and investors alike.

The Chamber endorses TEMT’s funding request of $30.5 million over five years to build on
successful past initiatives and deliver a better future for our region:
Priority Initiatives Supported:
1. Construction of a Cultural and Recreational Precinct – $24 million
Creation of a vibrant, accessible cultural and recreational precinct along the estuary,
connecting Launceston’s people and visitors with the waterfront. This will enhance liveability,
increase visitation, and support local business growth.
2. Extension of the River Health Action Plan – $1.413 million
Continued delivery of on-ground works by NRM North to reduce pathogens, improve
catchment management, and respond to strong demand from landholders. These
improvements are essential to public health and long-term estuary sustainability.
3. Large-scale Clean-up of the Upper Estuary – $4 million
Removal of industrial debris and derelict maritime infrastructure, paired with a strategic
landscape and vegetation management plan. This project supports environmental
restoration and community pride in our shared natural asset.
4. Trial Water-edge Revegetation Project – $1 million
A pioneering pilot to stabilise riverbanks, restore intertidal zones, and enhance habitat
between the Charles Street and Victoria Bridges. This trial will inform future large-scale
estuary rehabilitation.

A Call for Federal Support. The Kanamaluka / Tamar is central to Launceston’s identity, economy, and
future. The Chamber urges the next federal government to partner with state and local counterparts
by funding these shovel-ready, community-supported projects. This investment will safeguard
environmental values, create recreational and tourism opportunities, and help shape Launceston as a
city defined by its river—not constrained by it.
